How I always saw it (even in the 1990s) was women dress to encourage and increase their confidence. They also did so to fit into certain female friend clicks.

If they got male attention (positive and non-toxic), then extra bonus points.

As for clothes, I have an opinion, folks should be required to live in a naturalist environment for period of time, to help "desensitize" the taboo.

Guys could stare all they want, but guess what. Turn about is fair play ...

As for the stares, it is ok as long as it is not too long and if walks into that gray area, then it should be so you can build up the confidence to say "hi" ...
